The problem
What is NoCeM
Nocem is a program that allows news operators
to configure who can cancel spam. It gives news operators a chance to control
cancels, by presenting the cancels in an easy to read batch file. The batch
files are PGP signed, proving the identity of the issuer of the cancels.
advantages include:

Due to the batch nature of NoCem cancels are performed
much faster than the normal INN cancel system. A batch file containing
hundreds of cancels is processed in seconds.

Because cancels now come in through NoCem, normal
spam cancels can be turned off. How this is done I'll show later. This
takes a big load off your news server.

Normal articles will be propagated faster, since
spam cancels are no longer present in your news queue files.

News operators can define who they trust to cancel
spam. This will prevent socalled 'rogue cancellers' to cancel articles
that are not defined as spam.
XS4ALL
has started to use NoCem mostly to increase performance of the news servers.
The huge amounts of cancels were having a big impact on the servers. The
other advantages were a welcome addition. We cooperated with 2 wellknown
dutch spam cancellers to convert them and us to NoCem.
