Paul Verhoeven grew up in simple circumstances. He worked as an actor and a director in München, Dresden, Wien, Frankfurt am Main and Berlin. He married the actress Doris Kiesow in 1930. They had three children, among them actress Lis Verhoeven. In 1935 he wrote the libretto for Edmnd Nick's "Das kleine Hofkonzert" together with Toni Impekoven. In 1937 he had a son by his affair with Edith Schultze-Westrum, Thomas.

From 1945 to 1948 he was the artistic director of the Bavarian State Theatre. From 1950 onwards he was a director at the Kleine Komödie in Munich. In 1975 he died of heart failure when he was delivering the eulogy for the actress Therese Giehse at the Munich Kammerspiele on 22 March 1975.
